to be completely honest, i think the severity of RMT scandal should denote the type of punishment someone should receive. if nizzar was running a big multi-thousand dollar RMT ring they should really ban his IP and prevent him from ever playing on the server.
banning his accounts, allowing him to rejoin the guild as a member (yea rite) and happily gind his way to 60 again, do you really think he's not going to get into it again? does staff really believe he's not going to STILL have a say in guild loots? he's STILL going to be the unofficial guild leader. he's STILL going to get any banked loot he wants. does staff really think by just banning his accounts, he won't dabble into this again sometime in the future? he'll be smarter, probably get away with it for a while, maybe slip up and get caught and then what? reban his accounts and let him happily start over again.

there really hasn't been any justice served from his punishment.
