Coin loot PvP players were more "casual PvP" players who came from team servers. They want a sense of community and safety with some occasional PvP risk. With FFA PvP they quickly got bored.
They could have either done FFA item loot or teams coin loot but they went with some bastardized non-classic hybrid.

If any staff are following this, I'd like to point out a common misconception about the two classic rule servers. People from Sullon like to think they were hardcore because of the absence of a level cap for PvP, but the reality is that 60% of the server were evil team and they had the entire continent of Kunark to themselves. I played on Vallon Zek and Sullon Zek from launch and I can tell you that on Vallon Zek, PvP was raging from the moment you logged on until the moment you logged off. You could go through an entire 12 hour session on Sullon Zek and never see a member of another team.
I believe Azxten is correct that the devs went astray by having a non-classic ruleset for Red. I'm still hoping to test my proposed city-based ruleset on Red before the end of the year. I've spoken about it briefly with Galach. However, if we want to say classic rulesets are the only way to do EQ PvP right, I suggest the following compromise:
Make it Sullon Zek deity based teams, but don't have Kunark open at launch. Let it go through a complete classic progression just like Green. That way 60-70% of the server won't pick evil team so they can hide out in Kunark and never see a player from another team then log into the forums to tell us all what PvP badasses they are.
