Okay, well, for one thing you're just selecting USAID, and not like all the billion other government agencies, and 0.3% of a huge number is still a huge number.

The agency has to pay someone for maintaining its records and files.

It wouldn't make much sense to save 1 cent by incurring a greater cost to that system and vendor contracts.
