Okay, lets all do an experiment.

Lets go ingame, put an instaclicky on your hotbar and hold down that key.

What happens? The instaclicky fires once, one time, and will not fire again until you key-up and then key-down again.

Nice try on the spin, but he was cheating, you can't "duck tape" buttons down to spam an instaclicky. It is just not possible without hacks. Sorry.

This just in, Microsoft Windows 3rd Party Hack
An evildoing player on the Project 1999 server has managed to install stealth hacking "software" that runs invisibly in the background while playing. The "software", an "operating system" known as Microsoft Windows 7 Professional, or W7 in hacker jargon, allows computers to engage in various nefarious activities. "Software" transforms computers from harmless paperweights into dangerous contraptions capable of browsing the internet, viewing audio and video media, word processing, and even adjusting settings such as sound volume, display settings and, unthinkably, altering the behavior of input devices such as mice and keyboards.

The Microsoft Windows operating system includes a variety of settings designed to allow users to customize the computing experience based on their own needs and tendencies. One area where Windows users can adjust settings is the keyboard. If you find yourself accidentally holding down keyboard keys and having to delete text, you can enable the repeat key stroke function to manage how Windows records your key strokes.

The point is not to keep people locked at their keyboards. If you start from this assumption, of course you come out with the conclusion you want. The point is to eliminate randomness somehow, but that randomness is not eliminated regardless of whether people jam buttons to get FTE or get proximity agro on spawn...even while being afk.
