The ability to control Earth's weather would be amazing, but I am pretty sure we need to move up on the Kardashev scale (sp?) to harness that kind of mass manipulation over a broad area

IDK cloud seeding can change the weather, its literally designed to do exactly the task of creating a hurricane.
