Seems like a login server error.

I changed the eqhost files, and it changed the server name at the home screen back to Project 1999, connect to server select, same error resumes. Disconnect back to home, and it reads (R) Euro Server...
....so, I tried quick connect from the home screen, took me to the Euro server, logged out, back in and tried to connect to project 99, error. logged out again. then quick connect from home screen loaded me in. I changed the eqhost file as previously suggested earlier. then tried- did not work. so then i tried the quick connect from the home screen-not server, but it had set me to the Euro server. Let me log into Euro, so I logged out. Signed back in normally and selected '99 which gave me the same error but would be noted as my last server connected to. Signed out to the home screen, typed in my pw and hit quick connect-loaded me right in.

Hello -
I just received this error as well. Changed my eqhost.txt info, and other suggestions as listed in this thread. Here was the solution for me:
I've noticed with the last Windows 10 update, Steam client also will not run games, update games, or install new games unless I completely exit and run Steam.exe as an Admin. Perhaps it's my SECPOL but thought this might help someone else.
