Running THROUGH SS and labyrinth will only get you to those banishing dragons and eventually yelinak.

Banishing Dragons were post ST and SS Revamp, iirc.

The Crusader Dragons that came with the ST Revamp were implemented late Luclin (or early PoP - don't feel like looking up the exact date).

The perma-rooting of a lot of the bosses in Velious happened much earlier than that.
