People level for different reasons.
On p99 the most effective method is compulsion.

Imo gear belongs on alts.
“VeLioUs wAs BeAtEn iN kuNarK geAr!” So it doesn’t help a toon which has already completed everything it is going to do, but it does help a toon which still has a variety of adventures ahead.

BUUUUTTT there are cases where the twink gear sits on a toon that is never played, by someone with a large DKP bankroll, who shows up once every draft to break off a chunk of their DKP bank. And it's always a monk twink, and the monk twink is never useful on raids. There is 0 return in investment to the guild to get gear for the player who doesn't contribute to raids, except for being present. Not talking about OP - but others I have seen. but there does come a point with a monk, while levelling, where its diminishing returns on upgrades. you can only have so much haste, so much attack per level. monk damage mitigation is OP AF, especially on mobs like LDC in Sol B. i was in black pantherskin wrecking those at level 55.

From a guild standpoint, having all your gear go to non-raider toons is not super useful unless all your raiders are already decked out or the encounters are trivial.
