What is so wrong about Riot and AM agreeing to leave a list of targets each week up for 2-3 hours? You give smaller guilds (or alliances) a shot, while still remaining somewhat competitive.
In essence, its (loosely) like golf match play with handicaps. The couple casual buddies that don't play much can go out and share a tee time with the guys that routinely par holes from the black tees. They're sharing the same course, with the same rules, but the shankopotamus has a shot at winning some holes. With the exceptions of Ring War and Tunare, rotations just feel bad.

1 hour window.
Any guild wanting a shot at targets gets 1 hour to get in there and try. If you wipe then you get sniped by one of the other small guilds up to the 1 hour mark. You guys are going to have a load of pressure on you, 1 hour is not a lot but its an equality of opportunity but in no way, shape or form an equality of outcome. 1 hour is the max anyone can hold off these hungry wolves. GM enforced: AM nor Riot will have alts in the lower guilds just for the sake of getting pixels or having alt guilds/strike forces just for farm 1 hour windows. This is for the server. This is my 2 bits, if they are only worth shit it can't be helped.
