Sounds about right. I think the latter group is basically awaiting the rubber-stamp insofar as I understand. Personally I think it's a paper-thin difference. I thought immigrant vs. alien was relevant to the former discussion because "immigrants" is often understood to include naturalized citizens, while aliens includes non-immigrant foreigners such as tourists or seasonal/migrant/temporary workers who have no intention of remaining here permanently.
