ban plat account sales so if any account changes hand no matter which method it would be against the rules and said account can be ban without any rule lawyering
I've already countered this...

You mean...people would have to level up their own toons? That would work in a Utopia. Sadly, people will want to have high level toons without having to put in the effort of leveling them up. If they can't obtain the toons through platinum, they will obtain them through other means, including RMT. Its very difficult to definitively determine a character (account) has changed hands to another player
Until you can determine a surefire way to determine players have swapped characters, you cannot prove this. Viewing IPs doesn't do this, because even most home routers and also ISPs change IPs occasionally. So the person could be playing the same account from the same house as was done yesterday, but if the user's router or the ISP changed the external IP address, the user would still flag as playing from a different IP. Also, some people EQ in multiple locations, like those who are able to answer batphones while at work. In those instances, the user most likely has multiple IP addresses that the user legitimately plays EQ from. All the above are legitimate cases of playing from multiple IP addresses which make account transfer hard to distinguish.

Since the root of the problem cannot be solved, it is better to legalize a method for obtaining toons than outright banning their official transfer because then unofficial (read RMT) transfer will proliferate more. Examples: Prohibition, marijuana, cocaine.

IP may change but you'd still fall under the same ISP and/or general geolocation. This could work but would cause problems for people who travel a lot or simply go somewhere for the weekend. What if somebody legitimately moves?

When I was playing on it, I joined alliance chat on an anonymous toon and admitted to being a PC player.

The rage that followed was immense. And then some random person logged in and said something about being 14 years old.

Does anyone know if EQ logs chat by default? i could probably dig up the logs for it when I get home

Clearly I'm a PC player, but after dealing with BF3 players I can definitely see why EQMac folks might feel like this.

Last night actually I dropped someone with the scoped .44 and was called a "f**got N*gger american"

yeah, idk, eve is one server globally so you dont really see any hate between operating systems or nationalities or any of that. My BF3 experiences are normally calm too, I kind of assume all the hatespeech sticks to xbox.
