This is what happened to EQ to break it. The first step towards total failure. My opinion obviously.

When I try to save information into the GlobalLoad file it says access denied.. will not let me change the file.

Installed in program files by chance?

Ah I see what you mean... moved the folder out of program files and was able to edit it thanks.

I'm curious. Was enabling Luclin models never actually possible in Project 1999 or was it interfering with the server operation in any way?
