Yes, that's precisely what is meant. it's a lot more succinct to say "african american race" than it is to say "group of black people who live in and/or have ancestors who lived in the US." If the meaning has been conveyed, then the word has fulfilled its purpose - regardless of whether or not you think it's idiotic.

I find that pretty generally, black parents tend to have black children. just one example i can think of.

This guy's parents had darker skin, but he doesn't. I also don't think that his parent's had black skin. I've never seen ANYONE with black skin.

if there's any kind of racial cultural connotation that goes with those traits, then there is almost certainly some element of race there. i can't think of any offhand.
