It is, but its much easier to verify them separately so you don't have to farm 500 BP gems etc.

Are these quests not classic? Spent most of the day trying to do them only to find the quest NPCs aren't around.

My best guess is one of the arena spectators is his PH.

9th Coldain ring completed with kindly faction. Dain then proceeded to eat the dagger hand-in afterwards in exchange for the declaration of war [You must be logged in to view images. Log in or Register.] I believe I needed warmly faction for the declaration hand-in, but i'm going to verify.

he spawns down by the plate cycle area. I had to track him down with a ranger

Small update from what I noticed missing from OP and I have done:

Skyshrine Armor quests:

Druid Boots - Completed, and confirmed working

also completed some quests in PoM

Green Flower of Functionality- Completed, recipe working confirmed however bug reported its effect

I have also completed the Two quests involving Stomples's rabbit foot.

theres also a subsequent quest involving the "Lucky Skunk Foot" which is what you get as a reward for giving Debbis the Fish Stomples foot

The Lucky Skunk Foot Quest simple involves giving the Skunk Foot to Vinny Da'Vinci by the waterfall and rewards faction- this was completed and working
