If you mean he didn't physically hurt anyone, then sure. But he hurt everyone who honestly participates in the Project 1999 economy (and hurts the devs that have worked so hard to keep this a clean server).

People who care about fake money in a fake world that they have no authority over said world really lack perspective and should take a step back. Realize being upset over a game is YOUR problem. Not the issue of others. The staff have a vested interest in keeping whistles clean. All others only have an interest in ethics... and those opinions do not matter.

I totally agree with the getting upset part, and the general sentiment that this is a game not a moral quandry. But c'mon, you can't pretend that RMTers don't significantly impact the economy that the rest of us (honestly) participate in. That seems like an legitimate interest to me.
