I have a few suggestions.

First of all, with all due respect, the data you log for raid encounters is inadequate. The 'P99 Systems' table data you save is neat, but since raid encounters are infrequent enough that you could record a lot more data without making it a resource burden on the server. With enough data you could issue punishments for certain crimes without needing to witness them.

That table could be expanded to record the following:

Damage done by the raid mob
Healing received by players
The location the mob was killed

It would also be fairly trivial to log mob actions to a flat file. Events like movement starts/stops, attacks on players, spell casts, etc. Spell failures due to LOS checks not being met would be particularly interesting.

Another thought I had was to have a separation between evidence gathering GMs and enforcers that deal out punishments. I.e. you have a small army of people who can do nothing but witness raids while GM invis, who would document the encounter with screenshots, client logs, fraps, showeq, etc, and then make a case to people with ban powers on a private forum. That way you could have more GM eyes watching raids as you could be less selective when signing up new GMs that may only watch.

You also have people here with programming experience that might be interested in contributing bug fixes, but such tight control over the source makes that impossible. Coders who play on the servers regularly would be particularly valuable in this regard, as they would be more aware of what is broken. I myself have wanted to fix a number of pathing issues in certain zones that I'm pretty sure wouldn't even require access to the source code. (and possibly more, but I'm not going to take the time to learn how the base emu code works without knowing if I'll be able to contribute)
