I used to party up in Tacoma/ Fed way. which is 20 mins south of Seattle. Hey man, maybe it aint her, but im sayin looks just like this girl at this party i was at one time. Will show friend pic to confirm deny my memory

i do know a girl named rachel that looks similar to my girl, but i doubt its the girl you're talking about, just a weird coincidence.
