The guy has been spamming emails with different email addresses and getting different numbers to call them, not just from one number. The only thing you could do is change your number and deal with having to tell everyone on your contact list about it or block all unknown numbers, which to some isn't a good solution either unless your phone is only used for friends/family. It isn't too rare I get calls from numbers outside my contact list that end up being important.
