I've definitely been rooted @ MR that high, but it's rare. In 1v1 it's not an issue, but yes, it is an issue in mass PVP where 4 caster spam you with mezzes / blinds / roots, one of them will land, and that's all it takes.

champs fight 6 casters all the time (even with the craptacular resists, champs simply dodge bullets) get with it
