IP restriction errors are just due to a client list entry not timing out properly. You'll be able to log in again a short time after, provided your IP exemption was not revoked. These messages are automatic and generated by the server, not by a server administrator and they do not indicate you have been banned.

The misspelling of 'because' is actually not on the P99 side of things; this is a typo in the SOE code from 2003-2004ish.
eqlsstr_us.txt, line 198:

198 You are currently not allowed to login to the server becasue this IP has a temporary block on it. Please try again later.


You may want to ensure that your IP address didn't change, and Rants & Flames is not the section to be posting about this anyways.

There's no difference between the "banned" message and if your account was suspended either.

If you have a suspended account it will still be marked as banned but will be available again after whatever time period is up.
