Damage delay on those other weapons will still have SoD maintaining better agro. Prior to and after a proc the SoD will easily make up the difference with raw physical damage.

You are over analyzing a loot council decision based on stats and usefulness for a class way too much for someone that prefers DKP that disperses loot with 0 consideration to any of that.
