You're remembering correctly, sortof....

Well past Velious, all forms of slow checked magic resist and added magic counters (removed with cancel line). At some point, Shaman slows continued to check MR for resists but added disease counters instead - so you could cure it from PCs/pets. Eventually they added a weaker version of slow that actually checked disease for resists, so it could be used on magic-immune mobs.

For our purposes here, slow spells are all about magic.
