Um, no, the population size would not be fine at 100. Even if there were constantly 100 active level 60 PvPer's logged on, that means the rest of the game world would be dead. 500 would be good population size.

For new people who want to play on the server it's best for them to get the entire experience. When I started on Red, I had PvP from level 5 onward and there were people around to group with at all levels. A server with 100 level 60's is not a great server. 100 level 60's isn't enough to begin with; two fairly evenly matched guilds going at it with 50v50 PVP would be great, but again the rest of the game world would be dead, which means there's no threat of other random pvp elsewhere when someone is away from the main fighting area (including logging on alt while another character is plugged out).

So great zuranthium only logs in for bosses then swiftly logs out at any sign of pvp.
