In order to get the proposition passed, you needed half of California to agree. That's 20 million people, roughly. If it takes 100 man hours to determine if a single product is GMO, and you could only convince 5% of those who would vote on such a thing to put in a single hour of research, then you could correctly classify 10,000 products.
