Do it. But not with a forum. TMO has a raging boner for inserting forum spies. Verify the voice of each guild leader and coordinate via Vent. LOL, I don't know about going as far as black balling an entire guild. There are good people in TMO just as there are in every other guild on the server. Like them or not, the TMO’s leadership is just looking out for the interests of their guild just as we are ours.

You're right about verifying each leader before approving them. I was thinking more on the line of coordinating targets to lock them down early, so that other guilds are getting dragon/god kills as well.
