you can get the hammer at any level. the method of completing the quest I am selling involves charming "an undead foreman" a level 50 mob. While tash/malo will make charming this mob easier at any level, you best chance to not get resisted and to have charm last long enough to hand in the Jade is to be as high a level as possible. In this case since you can't use the hammer before level 50, there is no reason to have one before hand (unless you are faction-ing while you level up). I have gotten level 49's a hammer no problem, but generally its smoother if you wait until 50. As i'm going to add to my OP later tonight, if people are interested in getting hammers in large groups I can offer them to 46+ toons by either bringing an enc with me or by having someone tash the mob with my tash stick.
