![]() Yea, i was wondering because all the other Worn stuff such as cobalt helm and SS gaunts that have worn effects work at lvl 1, only their clicky counterparts take lvl 45

![]() Well, its not that you don't get full effect from Ragebringer, its that the player is haste capped by his level, so even with 41% item haste and up to 60% spell haste, he will only attack as fast as his level-capped maximum haste will allow. See the Wiki Haste Guide for details.

![]() You should be able to utilize 100% of the haste you are buffed/equipped with up to the cap for your level. So you should get the full effect from Ragebringer at any level, but any spell haste may not provided maximum benefit if you are already at your level's haste cap.
