fallout online emulator has on average 350 primetime, the game is primitive and clunky but easy for casuals to get involved in.

haven and hearth, a difficult game to get established in and one with permadeath (which is a java based 2d sprite game, clucky as it gets) has on average 850 during primetime, because the devs are a regular presence and if there are problems they get fixed or at least acknowledged,

ultima online, ipy2 emulator has on average 1200 during primetime because the server is easy for casuals to get involved in, staff are a part of the community doing several events a week, issues are fixed quickly.

there is zero reason that this emulator should not have several hundred online if those in charge wanted to make it that way, but it isnt going to happen by refusing to listen to the community and ignoring the server for months on end.
