Fear was in classic pvp. The only thing they changed was AE fear. Here are the patch notes of this being changed.

Right but the point you might be advocating here is something that was retardedly broken being put in for a short while, and then removed not too far along thereafter.

I'd defer to the discretion of the devs, but common sense says these spells caused insane problems and were just plain old buggy.

Inb4 you don't have a many necros/SKs in your guild who would benefit from this.

The same people that want fear also want charm. The fact that anyone argues these should be enabled for pvp is beyond retardation.

Just because it's classic does not mean it is or was or should be in game. It was removed for a reason, if you can't except that just go to control panel, add remove programs, select everquest and shut the fuck up.
