star trek's federation is 100% based on NATO. NATO, exactly like the federation requires that your planet (nation) have its shit together before joining the alliance.

This is why ukraine did not qualify for membership in 1991 or 2014, and still does not qualify in 2022, Putin just saw the writing on the wall that Ukraine might get its house in order and then would immediately be accepted as a NATO member.

Putin knew he had to go fuck things up to prevent that from happening.
