I still vote for one mega GM controlled raiding guild. Only this guild can snag raid targets. /rolls only
Casual guilds get one week a month to play, 3 quakes a week for them to go nuts
Then back to regular mega guild raiding

5+ years of adding rules, constant petitions and raid guild bans state otherwise. Ban hammer the 1-3% toxic, sick in the head players mercilessly for as long as it takes for them to leave, because years of history has shown they won't change.
