#1 China cannot be trusted to provide reliable data on anything at all, they are the most devious, duplicitous and unscrupulous government the earth has ever seen.

#2 India has large modern population centers, but it's population is also largely rural, spread out, tribal communities that are for intents and purposes autonomous, which are socially distanced by simple geography. The indian govt also leaves alot of leeway for tribal community leadership.
