I'd take the 21% and less stats from FBSS for a measly 12-16k instead of 31% and give up my Legacy Loots.

To the best of my knowledge, there are only 6 Scimitars of the Mistwalker on green, and two of them are on rangers who already have an RBB. Good luck in your search, but I wouldn't get your hopes up for it.

Cloak of flames isn’t even close to being worth as much as scimitar Much less an RBB, I find it ridiculous a Druid was allowed to roll on this item when obviously they aren’t going to use it. Maybe if you are super lucky you could get like 50-100k for it but you better hurry Sky is about to come out and then everyone gets haste easier. Perhaps someone out there with a BCG would trade you but I doubt it.
