The reason is that it is very difficult to enforce on a zero dollar 1 man operation budget.

It isn't because it is hard to enforce. RoZ has much more gm involvement than Red99 and Secrets helps with anti hacks. They allow 2 boxing because they think it is better game play and almost everyone on the server agrees. It is a small minority that don't like to 2 box. It is just a difference of opinion on what is more fun. People get banned for using 3+ chars. I was always 2 box on red99 and never got caught.

I really can’t figure out why you all don’t start at 50 with plane gear on RoZ. It’s not an EQ server it’s a custom caca that will be dead in months. Then RoZ 3.0 will come out and you will have the same nonsense going on.
