Zeelot/Zagums TMO imo. Oppression from staff killed us, and what was left after bans / suspensions wasn't TMO.

IB rebirth was some cutthroat competition. They pushed us into instant Trak engages. Rampage only had Detox to deal and had A-team with epics, so that a guaranteed win.

One could argue that staff oppression was also a major reason for TMO's rise to power.

I'm genuinely not sure which guild was better, IB/TR/Rampage were all very good at getting server firsts, but TMO controlled the raid scene for a longer period of time, and that's a pretty big accomplishment in the p99 world.

TMO locking down Kunark content so much that the GM's had to create a class system so that other guilds could even see content doesn't make the list?

These are rankings for the velious era, so no. Its bolded in the OP. I was not on p99 prior to 2015 so I limited my rankings to velious era only.
