Why? Is there some inherent moral argument for why 20-year old game pixels should only go to someone pooping in their sock? Was this part of the classic experience I missed?

Yes there is a moral argument.

Should everyone be able to have a chance for dragons or only a certain group of people. I believe it is more moral when everyone has a chance for dragons than only when a certain group of people have a chance for dragons.

Again P99 is its own thing because while a chance for every dragon was a classic thing it was not a reality because only a few could get them during the time when it was the thing to get. You can hope all day long but that and where the rubber met the road are two different things.

This is like a boxing argument. Yes, my roommate boxed a cleric and rogue. But this was when having two computers capable of gaming, let alone one computer, was no where near commonplace. Plus having to purchase two copies, two sub fees, phone lines or forking out the money to get cable hooked up with a router.

It was self policing just like classic dragons.

You're playing EQ Classic. The exact same video game you played in 1999 (or as close as possible given the coding that exists now). You will never get the "classic experience" because its not 1999, its 2019, and everything outside of the mechanics is different. Can someone explain why they are doing this instead of just rooting the dragons? Am I missing something? Is that technically infeasible on P99?
