The key phrase here is perma camped. So, technically, no most of them do not have perma camped characters in VP seeing as that would be counterproductive to their weekly endeavor of grabbing as many toys off the shelf as possible in their kindergarten classroom and screaming MINE. VP is a smaller shelf on the other end of the room with older and fewer toys.

We have 1 toon perma parked in VP.

Considering AM fields >25 in less time than it takes to run from Skyfire port -> VP ent I think they might have a few more parked than us. I don’t know though.

VP is fun as shit though. Wiping to PD cuz it gates on you with 39 people keeps you modest.
