In the bugs forum Nilbog was asking about VS & Trak respawn times so they could adjust them. In that same thread he stated that there will be variance on that. So I'd assume all Kunark raid targets will have the same +/- 24hour spawn variance on them that Vox/Naggy. Making it more difficult for a single guild to lock-down a spawn (basically, who has the most dedicated poopsockers and the faster batphone).
As for the release of Velious, it happened in december of 2000 (~9 months after kunark). So for P99 expect it to be 9+months from now, and nothing else. As for the population dieing down, I've only been here since the beginning of march but the population in peak was 800ish the whole time leading up to Kunark. Can't speak for the months before as I hadn't stumbled upon this server yet.
