Yeah, dubious is all that is needed for the hand-in.

I also ruined my faction when I was a young and dumb druid. I just AoE'd Runnyeye for an hour or two then handed in a bunch of deathfist belts to Deputy Budo. Now they all love me again, except the Mayor.

He doesn't forget halfling genocide easily.
