Mueller likely decided that it was up to Congress to pursue impeachment if it found sufficient grounds in his findings. Again, I'll spell it out for you. There are dozens of sealed indictments. Just because there will be no "further" indictments from the SCO does not mean it has concluded its work. The report shows dozens of redactions due to ongoing matters. It appears that Jr. IS INDICTED. Impeachment proceedings will take care of the rest, don't you worry.
