There have been 3 factions operating unilaterally in Turkey since Ergohan. You can't say "Turkey was saying" without qualifying which branch was talking. They aren't like the USA, they don't and have never had a unified government politically. Ergohan has never spoken of unity, and has never claimed to speak for the military, for example. He also doesn't speak for the forces that work with ISIS, he has always referred to them as sovereign forces in the language that he uses in his addresses and speeches.
