According to ZAM, Freeport guards in Commonlands, EC, and Freeport are on factions "The Freeport Militia" and "Coalition of Tradefolk Underground" (as a side note I've noticed that many guards across Norrath have similar faction standings; they are half local merchant faction/half city guard)

Deathfist Orc faction hits: Ashen Order (Monk guild) Commons Residents (merchants in Commons area) Guardians of the Vale (stupid halflings) and Knights of Truth (clerics/paladins under Mith Marr in FP)

Orc Scalp quest faction hits: Highpass Guards, Carson McCabe, Merchants of Highpass, Corrupt Qeynos Guards and The Freeport Militia.

I don't recall that HP orcs give you faction toward The Freeport Militia, but I could be wrong. ZAM unfortunately doesn't have the classic faction hit listing that the orcs used to give.

My suggestion: Hoard orc scalps like it's your job.

Best way I know to get orc scalps is to camp Highpass orcs. 8 orcs spawn near the zone line to Kith, and they are on a FOUR MINUTE timer. Crazy, right? When I'd camp here I'd wait until all 8 spawned then AoE them down all at once.

ABOUT STUPID BARDS:

Bard guilds are dumb and you'll probably accidentally run past one at some point in Freeport. Best way to get up faction with bards is to go to East Freeport to Grub & Whatever tavern near the docks and find Fabian. He's got a lute, stands on a table. He's green to me at level 58, but I doubt he's higher than like 12.

Hand in 1 gold at a time to him (he'll accept this even if you're scowls. I've done it) and he'll give you faction with Bards of Antonica and some other guilds. I recommend taking about 900 gold. CTRL+click gold and hand it to him one piece at a time; it'll go kinda fast. Just zone out and think about how much they're gonna love you.

The orc scalps quest is either broken, or the faction reward is a fraction of what is mentioned on comments on Allah. On my Ogre Warrior I turned in over 400 (I think it was nearly 600) scalps, enough to go to Kindly with the guards in highpass, but I was still threatening to Freeport Militia.

I didn't check the other secondary factions from that quest, but the merchants hated me as well as the banker in High Keep (who I believe is on Carson McCabe faction).

Good call on the bard though. Didn't know about that option!

The guards are on "The Freeport Militia" faction and also "Coalition of Tradefolk underground"

Pretty sure that if the Tradefolk hate you and the Freeport Militia is okay with you, it's gonna land somewhere in the middle.

There are a few quests that you can do to improve your faction with the Coalition of Tradefolk Underground, but be wary that the opposing factions are usually Knights of Truth/Priests of Marr. Anytime you go near a Paladin or Cleric guild, con everyone you see.

All of these are easy quests to improve Tradefolk Underground/The Freeport Militia factions, but decrease Knights of Truth/Priests of Marr.

You can fix your Knights of Truth faction by giving Fabian gold. Here are the faction hits listed from ZAM:

Your faction standing with League of Antonican Bards got better.
Your faction standing with Knights of Truth got better.
Your faction standing with Guards of Qeynos got better.
Your faction standing with Ring of Scale got worse.
Your faction standing with Mayong Mistmoore got worse.

When you try to fix Priests of Marr, most quests give you negative faction his to The Freeport Militia. Also it appears that most quests to fix Priests of Marr faction are given in the cleric/paladin guilds by NPCs whose primary faction is Priests of Marr, and they probably won't hand out those quests if you aren't already liked by them.

Best bet is to just get The Freeport Militia faction up as high as you can, and you MAY become apprehensive (depending on your race/deity/class) to guards and some merchants.

Living in Mistmoore for 5-10 levels will help your bard faction enormously.
