Voted Detoxx. It was a close call though cause Chest is partially responsible for infringing on my freedom of speech. But Detoxx is just awful.

Willing to assume the responsibility of being the face of the franchise
Both play key class roles for their guilds

Chest
Intentionally wrecked the class rotation system to make everyone better raiders
Stays in VP/Kunark to allow others access to ToV
Defends the honor of those who publicly humiliate themselves routinely (Rebbon, Keke, Filbus, Trolololol, Pokesan, ect)

Detoxx
Desire/willingness to raid top end content and the hassle that comes with that
Promotes better play for his guild through inspirational/motivational talks - a true leader
Expert knowledge of P99 rules and regulations to ensure that everyone plays fairly
