One of the best zones ever! Scale gear to pre-SoL levels and this would be an easily implemented "extra" after Velious has been around a while.

Whenever NPCs spawn, they should have have a mathematical equation that displays over their name that needs to be solved before you can engage the mob. Or maybe a phrase in a foreign language that needs to be translated correctly. Incorrect answer = banishment from zone.

I say remove all mobs below lvl 20 and make it so the only way you can get exp below that is by doing bard mail quests

easy fix for bards and twinks.

-Bards-
Chords of Dissonance (Lv2) and Denon's Disruptive Discord (Lv18): PBAoE range reduced to 5 (from 30 and 35 respectively).

-Twinks-
Fungi Tunic: Fungal Regrowth (worn) requires level 45 to take effect.
Epics: Final turn in requires level 46 otherwise NPC will eat quest items.

done and done.
