"Classic" is what the developers wanted to make, and that is ending at Velious. The word is essentially meaningless

The definition of classic is EQ under his direction.

This ^^^

The game morphed quite a bit visually, gaemplay-wise, and its overall feel. Luclin feels like a spin-off rather than logical progression of Classic > Kunark > Velious which all felt connected to each other. Change in dev teams was palpable.

The lead artist (Milo Cooper) also left after Velious. He did all of the models in 'classic' EverQuest.

"Classic" its technically whatever people want to deem as "classic", but if you were to use the most popular use for the word, anything Kunark and beyond is not classic. Some would even argue anything after the exact launch of a game is not classic, but most people consider anything in X era as classic.

The real reason is not a happy one, friend.

Years ago, one of the devs got married, see, and one day they took in this weary fellow who needed a hot meal and a second chance. So they invited this poor fellow into their home, gave him their hospitality, and helped him get back on his feet.

Until one day, the man turned out to be a scoundrel, a little weasel halfling rogue he was, and ran off with the dev's wife! The dev hunted them everywhere! To Freeport! To Permafrost! To Odus! He even traveled the moon, Luclin, in search of the duplicitous duo!

And it was there he found them. He crept slowly up to the rogue, as quiet as could be, and he reached out his hands and grabbed him and squeezed and strangled him to death!

The dev was arrested and now to this day he sits, in the Big House, running this server behind a fake wall, but at the merest mention of the name of that cursed place -- Luclin -- slooowwwly he turns, step by step....

cause the developers didn't like the expansion and don't want to develop something they didn't enjoy.
