Was'nt the hybrid penalty removed a few months AFTER Velious' release?

If so grab your ankles and grit your teeth for at least another year or so of hybrid penalties.

Yea, I think so but I was under the impression that some of those things would be added on the initial Velious release...

... maybe I'm wrong? Haha. Gosh I hope not.

Actually, I did hear that penaltys would be wiped out at launch. I hope it's soon too.

What type of content is there for 30's and 40's that has good gear drops? Any fun solo stuff in Velious that a shammy can crush and drops good gear or plats?
