I dont see any evidence talking about killing the PH just the fact that 'Q wasnt up often' which could be bc no one was killing his ph.

Not sure thats proper evidence to make him spawn less frequently.

I agree with this. People thought spawns like this were super rare because they had no idea what the actual PH was. Spawn seems fine, as he already is kind of rare on P99.
