I remember what you are talking about. It was how Warriors would wield Earthshaker, Dual a shaman, get slowed, and then have a group pull all of PoFire, and the warrior would just nonstop proc like crazy killing everything for massive exp.
The slower you swing, the higher your chance to proc, but I think it all evens out. Swing faster, proc less, swing slower, proc more.

Proc rate is a percentage over a given timeframe. DEX helps increase the rate of procs per timeframe. When people refer to slower weapons procing more and haste making a weapon proc less, they are talking procs per swing.
You are neither procing more nor less when swinging faster or slower, you are procing more or less -per swing-. In the previoius Earthshaker example, it was simply luck of the random number generator (or bad coding that increased the percent chance in order to meet a threshold over a given time given the rate of swings). Had that person been swinging at normal speed with that weapon, they should have the same number of procs over period of time, just not as many per swing.

I don't know what is more pathetic that someone is selling their character for plat or that someone would buy it? The whole point of this server to to play the game before Sony screwed everything up. If I wanted this then I would play EQ2, just saying. To me this ruins the spirit of the game but to each their own.
