![]() There most certainly was a min lvl for procs in classic EQ. I camped my Paladin's Ghoulbane and distinctly remember getting many many "Your will is not sufficient to command this weapon" messages in Rucksif's room in Unrest until I got to (IIRC) 35 when it would proc. I'm certain I had left Unrest and was into Lguk before it would.
