This is a fun problem. Simulations can be programmed that fulfill the rules of the universe. But those are extremely abstract.

There is no current set of known concrete practical rules that end up in a simulation that is accurate to my knowledge.

I think we do have a fairly good grasp on how a lot things are ordered. I.e. gravitation. Magnetism. Etc...

Honestly this may be a really dumb question. But what creates the charges that create magnetism? Some things are just out of bounds. It's silly to assume that because something is out of bounds it's "god".

That is also an assumption.

To make the clam that there is no god is essentially a claim to god ship. One would have to have intimate knowledge of the entirety of the universe in order to back up such a claim. If you had that level of knowledge, you would be god.

there's also the problem of evil if someone is referring to the christian/abrahamic god.

From what I've read from various sources, while researching ETs, UFOs, and their origins, there is alot of concealed knowledge we're not privy to. Have you ever heard the term, "Forbidden Archaelogy?"

It's not limited to just that, there are many technologies in this world today, that we wouldn't have, if it wasn't for that fateful treaty between the US Govt & the malevolent ETs in 1954. The treaty involved trading ET technology for the permission to abduct people, as long as the ETs would keep the US Govt in the loop.
